While he isn’t as dynamic a runner as Justin Fields, he brings mobility that the Steelers currently lack. Before his draft stock took a hit due to injury, Hooker was one of college football’s most efficient passers at Tennessee.

Hooker has yet to throw a regular-season touchdown in the NFL, but his brief preseason action against Pittsburgh last year was promising—tallying 114 passing yards and 93 rushing yards. With a chance to develop further, he could emerge as a viable starter.
